Life for the residents of a tower block begins to run out of control.

A young field administrator for the TVA comes to rural Tennessee to oversee the building of a dam on the Tennessee River. He encounters opposition from the local people, in particular a farmer who objects to his employment (with pay) of local black laborers. Much of the plot revolves around the eviction of an elderly woman from her home on an island in the River, and the young man’s love affair with that woman’s widowed granddaughter.

On a rainy evening, 19-year-old university student Fumi Saeki happens to meet 9-year-old Sarasa Kanai in the park. Kanai Sarasa is soaking wet. She is separated from her parents and lives with her aunt, but she tells Saeki Fumi that she doesn’t want to go back to her aunt. Saeki Fumi takes Kanai Sarasa to his apartment and they live together for the next 2 months. Saeki Fumi is then arrested for kidnapping. He is labeled as a dangerous kidnapper and Kanai Sarasa is labeled as a poor victim. 15 years later, Kanai Sarasa and Saeki Fumi happen to meet each other.

Shizuka is the aristocratic wife of the president of a large company. When she wants to divorce her domineering husband, he orders his employee Yoshi, the son of an adult toy store owner, to train his wife to become sexually submissive. Yoshi has been rendered impotent due to a childhood trauma resulting from his killing a black American soldier who had been having sexual relations with his mother. During the course of his training of the masochist Shizuka, Yoshi recovers from his affliction.
